Human Resources (HR) plays a crucial role in shaping internal corporate culture and creating a friendly work environment. Since 2022, the Graduate Institute of Human Resource Management at National Central University and UROVE Sustainable Services have jointly launched Taiwan's first "ESG HR Survey." This year, the scale has expanded, with the Asia Impact Measurement and Management Research Center at National Central University joining in the design and analysis of the survey. In addition to examining HR managers' perceptions of ESG, current business development, and future outlooks, the survey will assess the overall state of ESG development within Taiwanese companies. This year, new topics have been added, including understanding the current status of green organizational culture, corporate commitments and actions toward sustainability, green HR planning, and the implementation of DEI (Diversity, Equity, and Inclusion) practices in domestic companies.

Opening Speech by Dean Jin-Huei Yeh of the College of Management, National Central University
A total of 288 valid questionnaires were collected, with over 60% from management and non-management employees of large enterprises (with over 200 employees), providing diverse industry perspectives. On December 28 (Thursday), the research team held the "HR×ESG Corporate Culture and Sustainability Action Forum" to present the key findings of this survey. 104 Corporation and Alpha Plus were invited to share how they integrate sustainability into their organizations, foster team cohesion, and decode DEI governance to build psychological safety for employees. The latter part of the event featured case studies from Xinyi Enterprise Group and Formosa Sunlight Renewable Energy, and discussions with representatives from National Central University’s Graduate Institute of Human Resource Management, the Chinese Human Resource Management Association, and Cathay Financial Holdings on creating a sustainable and inclusive workplace based on new-generation workplace expectations.
Key Findings from the "ESG HR Survey"
Dr. Chien-Wen Shen from the Asia Impact Measurement and Management Research Center identified six key findings from the survey:
1. The importance of HR in ESG-related matters is becoming more balanced, with all indicators showing an increase in importance compared to last year.
2. The challenges for HR in advancing ESG matters remain "difficulty in evaluating benefits" and "lack of ESG-related knowledge and talent."
3. The top five ESG business development focuses for HR in the next three years are "recruitment and selection," "employee development programs," "corporate culture," "employee training programs," and "establishing a diverse and inclusive workplace."
4. HR roles in ESG initiatives are either in place or being planned.
5. The actual implementation of ESG lags behind the commitments made.
6. The connection between HR and ESG is deepening.
HR's Crucial Role in Developing ESG Topics
Mr. Chuchuan Zhu, Chairman of UROVE Sustainable Services, stated that the development of ESG in Taiwan has moved from sustainability reporting and disclosures to the design and implementation of various issues. HR is a key driver of corporate sustainability culture and is responsible for nurturing and retaining sustainable talent. With a high level of awareness of ESG issues (96.5%), and HR’s scope encompassing all three aspects of ESG, HR has become a pivotal department in driving ESG initiatives within companies.
Dean Jin-Hui Yeh of the College of Management, National Central University, believes that HR units are crucial for promoting sustainability, and the annual "ESG HR Survey" helps companies better understand and value their sustainable development approaches.
Director Ling-Chen Huang of the Chinese Human Resource Management Association pointed out that the association has been established for 40 years, aiming to help HR units align with international HR developments, build core corporate cultures through excellence, sharing, and integrity, and enhance HR value and effectiveness within organizations.
Incorporating Sustainability into Organizations and Fostering Team Cohesion
Mr. Wen-Hsiung Chung, Vice General Manager and HR Director of 104 Corporation, shared that changes in work styles—whether in job content, work settings, or workforce shortages—require companies to adopt diverse and inclusive strategies for recruiting and nurturing sustainable talent. By inspiring colleagues with the mission and vision of their work, and allowing employees to experience and convey the company’s values, a diverse and inclusive environment can be created. 104 Corporation uses a five-star approach to support and care for new hires during their first 90 days, develop professional programs, pursue new technologies, and build a friendly workplace, thereby attracting and retaining excellent talent.
Decoding DEI Governance and Building Psychological Safety
Mr. Liang-Shih Chiu, Co-founder and CEO of Alpha Plus, noted that unconscious biases in the workplace can diminish performance. The global DEI trend emphasizes creating an environment where employees feel respected, supported, and valued, fostering a sense of identity, belonging, and commitment, aligning personal and organizational goals, and attracting top talent. Alpha Plus has introduced the DEI Impact Assessment (DEIIA) tool to help HR departments effectively promote diverse and inclusive environments.
Building a Sound Sustainability Framework Relies on Internal Consensus
Mr. Bai-Chuan Yang, Chief Ethics Officer and HR Director at Xinyi Enterprise Group, discussed how the 21st century is driven by ideas leading actions. Xinyi Group uses HR to drive ESG policies from top to bottom through values and organizational culture, making HR a crucial support for ESG efforts. Establishing a sustainability culture is vital, and HR’s role in guiding this culture helps transform organizational values and practices, enhancing overall value and performance. Yang believes that internal workshops and meetings, guided by SDGs, help establish and measure strategies and goals for building a sustainability culture.
Workplace Communication × DEI = Winning Talent
Ms. Chien-Ju Wang, HR Director at Formosa Sunlight Renewable Energy, emphasized that core to corporate sustainability is developing talent strategies and effectively implementing them. Finding talent that aligns with corporate culture is critical during recruitment. Establishing diverse communication channels, listening to employee feedback, and enhancing participation in decision-making are key to retaining talent and improving company performance.
Mr. Te-Yan Ong, Vice General Manager of Cathay Financial Holdings addressed the urgency of talent sustainability today, proposing three strategies: emphasizing "employee experience" to reduce turnover, "diverse cultivation" to address talent shortages through upskilling, and "data-driven talent decisions" by establishing a talent database and using scientific analysis to improve operational performance.
